It doesn't seem to be on the original fitment as not listed on the service box site.
Could it be part of the forge kit?
It is either a pressure jacket - to stop the pipe expanding too much, or a heat jacket to prevent heat softening the pipe, or a chaffing sleeve - self explanatory.

If you get a replacement, find someone who is good with electrics/electronics and see how much to replace the damaged leds as you can then recoup some of the cost by selling, or alternatively you can sell the one after replacement and let the next person repair it.
In case you have someone left in the car eg at a petrol station, you then go in to pay but don't want anyone to open doors or boot and nick stuff, but if something happened and a person was inside the car they can use the internal handles to get out with deadlocks the internal handles don't work!
Press the lock button locks the car, within a few seconds if you press the lock button again it deadlocks the car, so the handles will not work inside or outside!
Unlocking the car automatically disables the deadlock.
But if they have the remote frequency then they can unlock it at will...
If they say the rattle is not of concern, you could ask before getting the performance upgrade ask if they can do a slight remap to see if rattling stops!
Modern electronics are very finicky something totally unrelated can cause all sorts of problems.
Water ingress has been reported on the boot opening switch, which has lead to windows not working or opening by themselves.
Who knows if this same fault doesn't put lights on but dashboard say they...
Even if you take out a warranty the main thing you have to do is use a garage that is VAT registered.
Independent garages are cheaper usually than main dealerships.
Find a independent Peugeot specialist garage would be a best of both worlds.
