There has to be a sensor in the seat belt socket as they car knows when you have put your seat belt on. There is clearly a sensor in the seats as the car knows if they are occupied but no belt being worn.

The heater in mine is really quite good, certainly compared with my ex (Megane CC) I think it takes @ 5-8 minutes to get a decent blast of heat from it, like Abzinthe said, it's quicker if your driving.
