Not many have done this on the RCZ but it has been done and relatively easy job the mini guys are the experts so maybe worth doing some research on a mini forum cooper S engine is the same
Yes as Verminator said I changed my standard 156 steering wheel for the smaller version definitely worth doing easy change over. The difference when driving is quite noticeable.

Sounds like the previous owner has had problems and got shut, ask them for receipts to prove a new HP fuel pump has been fitted and any other work they’ve had done.

Have you tried manually lifting the spoiler to full height with the Allen key? Then try to lower it via the interior switch.
This may reset the height position maybe worth a try
