New MOT rules coming in !!!

New rules come into force in the MOT from early next year. Just got to check one change out, and maybe you guys may be in the know or interested.
The new rules say that HID lamps must have the washer system tested. So if you have done the HID conversion and have NO washer system, will the car fail the MOT ? If you have no windscreen washer fitted = FAIL, will the same rules apply ?

Seen that in the press, but not anywhere else. Worrying thing is the "official" numbers say "ONLY" 300 more people would be killed per year if they did move the 1st MOT to 4 years....... fecking ONLY !!!! Shows how little the "powers" value life of the masses.

Here's a Link to the VOSA Official Page:

http://www.dft.gov.uk/vosa/repository/technicalpenpicture3-lighting.pdf

Page 3 / 4 contains the appropriate information.

Brief snippets:

"Vehicles with HID headlamps are therefore required to have a headlamp washing system (a wiper is not required) and be self levelling, which may be achieved either by the use of either headlamp or suspension levelling systems.
The presence and operation of these headlamp cleaning and levelling devices has been added to the test.
Therefore, if a mandatory headlamp levelling or cleaning device is missing, inoperative or otherwise obviously defective, the vehicle will fail."

"Therefore, in order to pass the MOT test, vehicles fitted with after-market HID systems would also need to be fitted with headlamp cleaning and self-levelling systems."

"Headlamp washing and levelling systems are mandatory for all vehicles fitted with LED headlamp systems, although these are not yet widely used and only tend to be optional fitment on some executive marques."

"Where headlamp levelling or cleaning devices are missing or defective, but there is doubt as to whether they are required, the benefit of the doubt should be given and an advisory notice issued."

Here's one for anyone that may have put a "product on the lens":

"Checking that lamps are in good condition is a familiar part of the test, but a new Reason for Rejection (RfR) has been added in respect to the lamps being visible from a reasonable distance.
‘Products on the lens or light source’ is now an RfR as well the previous ‘excessive damage or deterioration’.
This new RfR also applies to the checks of all other lamps."

Finally, there's four new Sections entitled:

1) Brakes
2) Steering and Suspension
3) Lighting
4) Other Items.

The old get out clause, pass and advise.

It's all down to trying to bring in more money to the economy. Less preventative maintenance will take Place and that is always cheaper than allowing to break and then fix. In reality though it may just mean higher new car prices as manufacturers will have to ensure that for the 4 year period their cars work. Which should give a few firms a good kick. Kia offer 7 years warranty as they are THAT confident on their product. If PSA, Audi or BMW can't do that..... It's sad times
