Certainly, in the UK, the 1000 mile check is just that - a check.
Clearly, this is the manufacturer taking care of us. They just want to check that all is well with the newly delivered vehicle.
I suppose spotting things early and attending to them is both cheaper and better for the customer in the long run.
I would expect the basic policy to be the same world wide, unless there were special circumstances, like arduous conditions.
If you study the books that come with the car, a different maintenance schedule is specified for arduous conditions, together with a definition of what is meant by arduous. From memory, this is things like continuous, short, start-stop journeys, extremely dusty or hot/cold conditions etc.
Again, I can only speak with a degree of confidence regarding UK conditions, but I would say that most people can stick to the normal maintenance schedule. Some people feel the 20,000 mile / 2 year interval is too long for oil and elect to change it at half that, i.e. 10,000 miles or 1 year, whichever comes first. So far as I know there is no other recommendation.
I note from your post that you appear to be quoting prices in dollars. Not sure exactly which 'flavour', but clearly you're not writing from Europe.
That being the case, perhaps there are special circumstances applicable and the advice you've given is correct. I would speak to your local dealer again for more clarification.
