I am thinking of buying rcz Peugeot but apparently cylinder3 not running properly and running a bit rough.

Petrol or diesel?
Coil packs failing are a petrol thing, as is carbon build up but we could do with a bit more information.

Petrol? Check the plug or better still take all the plugs out this will give you an indication of what state the engine is in if they are wet/sooty it may be fuel or Oil burning issues as stated above related to carbon in valve chambers

Yep misfire HPFP or coil pack etc....but there have been a couple of issues documented on here with cars with low compression on one cylinder usually 4th cylinder, with huge implications.
