I agree that under 21's, have less than 3 years driving experience or have been previously banned from driving in the last 3 years should have the black box if it makes them insurable without costing a fortune.
However I hate the thought of such a device giving information to either my insurance company, the government or even the possibility of 3rd parties. I would opt out of the ones that monitor speed, braking habits etc I would actually want to have the option of having some fun in my car without fearing the increases in insurance costs.
Thankfully The Mirror has not got the facts right, what the EU are demanding to be fitted to new cars in 2015 is called eCall that basically makes it easier for emergency services to find your vehicle in the event of a crash and hate to say this but those who have a RCZ with the optional sat nav already have a feature similar to this.
