Clutch safety switch

I have recently imported a manual transmission RCZ 200 THP from Japan to Canada.The car is currently undergoing its MOT inspection. In Canada, all cars must have a clutch safety switch that prevents the car from jumping forward when you engage a gear without depressing the clutch. Do manual transmission RCZ's in Europe have a clutch safety switch as apparently cars originally sold in Japan are not fitted with one. I cannot get the car registered until I sort out this deficiency.

How do you engage a gear without pressing the clutch down? And, no, there is no such switch on my UK RCZ.

I doubt they would fit them for the European markets & as they are built in Austria I just can't see why they would add more costs to the cars by fitting some thing that is potentially a safety hazard with 5 known issues to make the owners have nightmares if they go wrong
