RCZ dipped headlights

I have a 2014 RCZ and find the dipped headlight beam very poor. My year does not have the spot light to aide driving in poor conditions. I am considering converting the dipped headlight to LED. Anyone had any experience with converting to better dipped lights and if so , which lights would you recommend?

As far as I know, there are still no approved LED bulbs on the market to replace halogen ones,

The car will not pass the mandatory technical inspection with these bulbs, only the original bulbs can be installed

Perhaps the reflectors are dirty or the bulbs are very old.
