Need Help P2263 with Stock Boost :S

I need some help, if someone had same problem.
My car had a big Oil leak from the cover. They also said turbo had a Lot of "play" and old. So I took the turbo to a reputable turbo shop and it was hybridated and they also did a new heat part, because mine was cracked. My car was running fine only with No Cat error ( because i have stock ecu file ). but no issues
Meanwhile in Peugeot dealer, they mounted the Turbo, new head cover, oil change, new spark plugs. And a bunch of new pipes and heat covers. New coolant.
But they delivered me the car with a P2263 code. High boost.

I have a wifi ELM, the boost on Car Scanner app, is showing minus something. and when I pull is doing 11, 12, 13 psi max, i think is stock boost.
But even doing only this normal boost, when comes near 4000rpm it goes into limp mode.

I want to remap but the guy doesnt want to touch the car with this problem. I dont think it's turbos company fault, because it's doing stock boost. The car before going to dealer, was running fine and if it was solenoid, I think it would to a lot more pressure, so i dont know what is causing this P2263 with 0.9 bar boost.

Any ideas?
I think everything it's connected at least from outside.

Turbo boost performance is at fault somewhere is the wastegate operating properly?

SOLVED THE P2263 CODE
Will post a update that can be good for other people.
Car was doing poorly aftar a turbo swap for a Hybrid new turbo, and maintenance, oil spark plugs, etc,... struggling. With OBD it gave me lots of vaccum , some 1.1 bar peaks, and poor constant boost, and a huge power gap at 4000 rpm . Giving a P2263 Overboost code. \\\\\\
Everything was mounted in Peugeot, so I took it to the turbo shop, and I am very glad that I did instead of taking it to Peugeot.
In 2 hours my car was fixed.

The pipe that goes to solenoid, have a small filter in it.
After they cleaned it ... runs so fine. 0.6 bar constant, peaking it to 0.8, 0.9.
Now Remap and a FMIC.

hi i had same code turbo over boost,drop oil to half way on dip stick,it sorted it out ok,
