Fans stuck on

I have just brought an Rcz 2012
When I got the car, the heaters was lukewarm and generally running lumpy and had a sucking noise coming from the cams so I took it to a Peugeot specialist who changed the …
Cam cover - fixed the sucking issue
Aux Turbo cooling pump
Thermostat housing

now I have the issue of the fans kicking in and it sounding like a jumbo jet, the temp does not go above half way .. so doesn’t overheat ?
Also the specialist has said the bottom pipe is not warming up as it is supposed too ???

please guys any help as the specialist garage has kindly said he is not sure what to change next and has not got the time to fix the issue ?????

It's common for the fan to run constantly and it's turned out to be a faulty sensor when changed all OK
