Just shampoo and water to clean the black arches. Then once clean, seal them with something like Gtechniq C1.5. That's all that is required.

For the wheels, nothing aggressive. Again shampoo and water to clean. Autosmart Tardis and Carpro Iron X to decontaminate then seal with a wheel sealant. Gtechniq C5 still working 13 months on or Planet Polish Wheel Seal and Shine - 2 coats will give 6 months protection. Thereafter just shampoo and water. Plus to avoid scratches I would recommend Wheel Woolies brushes. Very soft on black alloys.

By the way, the black arches are MUCH easier to maintain than the silver ones. Spoke today with a silver-owner and he said if they are not sealed they get watermarks and ugly blotches sooner or later, no matter what you do.

As for your questions, what RCZ1 said
