Anyone know what this is or why its taped up?

Just topping up my fluids rtc and came across this on my 1.6 thp 156.

Its taped up with a bandage like material???

Looks like the wire protection sleeve has maybe been opened for some reason & its usually oil resistant tape if done properly?
