Thin white vapour from exhausts even warm on -zero weather!

Hi I have a RCZ 2013 1:6 petrol 156 with 62000 miles and full service history. If the fuel is running rich would it cause fumes from exhaust as I have checked the coolant and none has gone and the turbo is running as normal or is it just because of the extremely cold weather . Peugoet advisors have said there is a fault with the RCZs as the piston rings stick so try a engine flush and a double oil change and replace the engine cover all of which will come to a big bill. So has anybody got any ideas to help with this problem. Cheers Peter
