Fuse F21 keeps blows as soon as the ignition is turned on

Had an engine fault repair required warning came up on my dash, air con doesn't blow cold air.
Engine starts and runs perfectly.
ODB scanner shows errors P0693, P2603.
Checked the fuse box, fuse F21 was blown. replaced the fuse but it blew as soon as I turned the ignition key on.
I disconnected the Fan control module and fan to see if one of those are the problem but the fuse still blows.
Checked the wiring from the fan, fan control module to the fuse box no sign of damaged wires.
F21 is the only fuse that blows all the others are fine.

My car is a 2010 156 THP.

Has anyone else had this problem? or any suggestions of things I should check?

Shorting out as it blowing the fuse ?

yes, fuse blows the second you turn on the ignition.
I've found out that if I disconnect the electirc turbo coolant pump then the fuse stops blowing, so it looks like a faulty electric turbo coolant pump.
New one on order, should arrive Monday/Tuesday. Fingers crossed that will solve the issue once and for all.
